what to do with a person just mermuring

Here is a person who does not talk openly. We cannot understand what his thinkings are. Just he keeps on mermuring which cannot be heard also. He is a nuisance but we cannot push him out of the business house because he does all his duties. He does not join for coffee and talks. How to deal we are unable to understand

Maybe you can suggest that he speak louder when talking because you cannot understand him. Or tell his close friend to suggest that he take a course in self development or something. Maybe he is so shy in the workplace that he doesn't know how to interact with other people.
