When do we know that Art is Art?

I can create anything and call it art, but who decides if its art? I can throw a bunch of paper on the ground and say its art, and its an expression of my soul. On the other hand one would say that it is not art because anyone can do it. Some would say you know art when you see it, but thats not true for everyone. Is not art anything one takes upon oneself in a passion? If someones passion is writing, is that art? Or how about playing video games or sport, is that art? where is the line between art and a task/things?
