2007 Honda Civic LX
In my opinion it would be the 2007 Honda Civic LX. Price $18,000. Gas Mileage: 30 mpg city / 40 mpg highway.

There is no such certificates issued for any vehicle. Regarding the prices it varies and I have no knowledge about current prices. Regarding safety by and large all R&D's of all vehicle manufacturers would have taken maximum care to ensure, because they dont want bad name.

Ford Ranger, 4 cylinder, safe and reliable, i get 26 mpg
