I think the "PR" that Shan is referring to is actually Permanent Residency rather than public relations? Am I right in thinking this is what you want Shan? I would suggest that you contact the Australian Embassy in your country for details of what the requirements are. Sorry I cannot help you anymore if that is what you are looking for.
