Infant car seat law

I am wondering what the law is in Illinois in regards to infants facing rear opposed to facing foward?

Regardless of what the law is, it's safer for the infant to have a rear facing carseat. An infant's head can be very loose and flopping and if you have to suddenly stop (not even slam on the brakes, just a little quicker stop) they're head will flop foward if they are front facing. I believe it is 1 year and 20lbs before they can face forward. That is the recommendation but I'm not sure if it is an actual law. I'm pretty sure it is, though. Also in Illinois kids 3 and under must ride in a carseat and from 4-8 must be in a booster seat of some sort.
