Does the income revenue service breach separation of powers?

1. 16th Amendment specifically states that Congress can tax income. 2. Article 1, section 1 specifically states that congress is the senate and house of representatives. 3. The IRS is part of the department of treasury, which is the executive branch. Therefore, isn't it logical to say that the IRS is unconstitutional?
