stop issuing passport whose who cant speak national language

people in india are not able to speak ther e own national languaga hindi whereas they are fluent in englisj and other languages i think we shld be ashamed of this and i appeal to govt to make alaw such that they dont able to get a passport so if they travel abroad atleast we r assure that they can spk nationallanguaga hindi
