Laptop won't boot from XP CD

Last week the hard drive on my laptop suddenly failed. ( Toshiba 80Gb 4200rpm). It began with a blue screen, followed by a no hard drive detected upon restart. Afterwards, every subsequent restart after POST the screen would be blank with a flashing ubderline in the top left corner. I have pourchased a new HDD ( Hitachi 1000 Gb 7200 rpm), installed it per manulas instruction, BIOS detects it, POST is fine, and boot setup is set to CD-Rom first to reinstall windows Xp. How ever, past POST again blank screen with a flashing underline. It won't boot off the Cd, and i know for sure the CD ROM drive is working, as well as the OEM XP CD is Good.
i HAVE ALSO TRIED MANUAL SELECT BOOT DEVICE OPTION, AND WHEN STILL BLANK SCREEN WITH FLASHING un derline. and yes, the windows CD is genuine and i have test booted it on my 2nd notebook. So if i did everything correct and that the CD-Rom drive is working.. WHat could be the problem? thanks
is my last option to create the 6 bootable floppy disk?
