to hook up a computer to a Tv rather than a monitor?

Yes it is, and we do it here at my house all the time. All you need is a stereo cable, like the ones that you use on your DVD player.

Depends on the TV. Some TV's have hook ups on the back for PC use. Dell sells them I believe.
