Intention has little to do with actions. A person could do a harmful act and have the best of intentions ... it doesn't change the fact that the act they committed was wrong. For instance, a person who steals food from a grocery store to feed his starving family, although doing it with the best of intentions, has still committed a crime. That's why they say the road to hell is paved with good intentions. Besides that, the whole idea of 'good' is subject to interpretation. What you see as good intentions, others may not.

How can you say its purely good intention if you know to your self that its against the law!
