should a person of foreign origin be given a key position ??

a person who is foreinger to any country is liable or not to occupy key positions like that of a PM or president etc.
we have a case in country like india also where a person of italy ie sonia gandhi was abt to receive a position like dat of a PM
cant v out of billions of indians find a single indian to lead our country.
