Has the ban on plastic covers been successful in Mumbai?

after the dreadful situation that occurred in Mumbai (of India) in 2005 monsoon. The local government there tried to ban plastic pouches, which were being given by the shopkeepers, has it been successful? If not what is the situation now? What else could be done to make the ban effective? What the government over there is doing now to make it more effective? What is / are the alternative / s possible?
