Old Straw Decoy with Wooden Head

I have what I believe to be an old duck decoy. It has a wooden head that swivels, with no detailed head, and a straw body that is bound with tow pieces of wire. It was found in Alaska in the mouth of a river. I think that it was in the mud for many years and then surfaced a couple years ago. Does anyone know the history of this type of decoy?
