Driving without insurance

In my office the other day a customer came in and had mentioned to me that he was in a dilemma. He had recently found out that a friend of his was driving around without insurance, and on top of that had his children in the car. Quite bluntly he mentioned that he didn't know what to do. His friend is not a bad guy, and the only way he can see is his kids is if he picks them up due to a messy divorce. So my question is, should he give his friend up to the cops or let it slide knowing that he is taking innocent lives into his hands?
