Reality of Foreign Funded NGOs

Many countries are funding NGOs of developing countries to improve the lot of common people by undertaking a variety of projects. But in the absence of proper monitoring, these funds are being misused blantantly. The heads of these NGOs are given a free hand to incur the expenditure. They are purchasing lands, constructing building, buying vehicles and enjoying all sorts of financial freedom without any worthwhile purpose being achieved. I feel that this is quite unjust to spend the traxpayers money in such an indiscriminate manner. What do yoy feel? Should it be allowed to go on unchecked or they should be accountable to ensure proper utilizatiopn of the funds provided to them.
