Can you change the format on a music or photo file?

My MP3 can hold JPEG formatted photos, and for music, formatted MP3 and WMA music files. What I want to know is if the format can be change to another format like for photos GIF, and for music AAC, MPEG, and WAV. If it can, can you please explain to me how?
