Appointment of Ex-Military Officers as Jailors

Hi!,
I read that there was a Govt. proposal to fill-up the vacancies of 'jailors'.Any idea?

Currently any military personnel can easily get this kind of job - if they want to apply for it. The police forces prefer to hire ex-Military because of the discipline they recevie in the service.

I don't see why it would be a big issue? Unless there's something I'm missing?
