Anyone willing to give me a brief description or tutorial. I hear about them all the time, but I have no idea what it is

A splash page can also be just a simple entrance page to a site. Usually it has maybe the name on it and a link for entering. There might be an image on it as well. Some of your more elaborate sites might have a flash intro or similar. The splasy page is what you see first and then the site itself.

People above have mentioned css and javascript and whatnot, so I won't reiterate that ... definitely it's usually an introduction to a site. So I've done ones where it's just the logo, or it's an opening animation, or a slogan/introductory text - basically it's just making the first impression, before you read all the actual content.
One thing that's very popular nowadays that wasn't mentioned before me I don't think are flash splash pages - using Macromedia Flash to create a little introductory animation - their logo, text messages, whatever - using movement to get a little extra oomph in that introduction!
