Is Narayan Murthy Right?

The mentor of Infosys, did call for control on population of the country to make india abetter place to live in. He blames the government & political leaders for their failure. Every human, would liek 2 get married and would like to bear children, could anyone control this? Narayan Murthy is no exception to this. He has also equally contributed to the population explosion of India. In that aspect the CPI(M) supremo Karat, would be respected if he points out to population expolsion, for he has set an example. Does Murthy have an moral right to just blame goverments for their failure in controlling population?
