The beta for the 2007 release of Microsoft Office is available at http://www.microsoft.com/office/preview/beta/overview.mspx. I believe you can download the latest version of Publisher there to be able to view these files. As others have mentioned, there is no standalone viewer available for the native Publisher format.

There is no Publisher viewer program (at least in MS Offcie 2003, that may change when 2007 rolls out in October). In order for people who do not have Publisher to view the files, they must be saved in an alternate format (TIFF or MDI formats). This will allow the viewer to see the Publisher file as a pciture. The TIFF and MDI formats are not editable using Publisher (i.e. if you did not have Publisher and reiceved a Publisher file in the TIFF version, decided to install Publisher you would not be able to edit said TIFF file using Publisher).
