Do you think people should be allowed to foster disabled or special children?

It made headlines some time back when a couple who were fostering few disabled/special children were found to have actually put them in locked cages! now i am not generalizing maybe some foster parents are really great with disabled / speical children but the case in view and the fact that disabled / special children need someone professional or skilled taking care of them cant be ignored! what do you guys think about this?

Indeed, children with special needs should be given extra attention as they deserve it. There some parents that look after them like their own blood but then again there are people who inflict cruelty upon them and eat the social benefits and let them beg on the streets. There should be a tougher check on people who want to adopt disabled children. Those poor kids already have a tough life, they don't deserve people who don't care for them.
