Nice place in Europe to visit in March….

Can you give me some suggestion about a place to visit in March in Europe? I mean a place (city or not) where I can find not terrible weather (-15°C!!!) and good prices respect to the prices during summer. My idea was for Norway or Ireland, but maybe the weather is very bad and in comparison the prices are not so low.
