How can we make sure that syringes are infection free?

Syringes used for blood tests are opened from sealed packets, but we are still unsure whether it contains any HIV/AIDS virus. Can we dip these syringes in hot water so that we are sure that they carry no infection? People who perform blood tests say that the syringes are medicated, so if we boil them the medication will destroy. Is there any other process by which the syringes, if they contain any HIV/AIDS virus can be permanently removed? If the syringes are to be boiled, for many minutes should they be boiled?

In the U.S. they use disposable syringes. They are new and unused when they come out of the package, and once they are used they are thrown away. So there wouldn't be any disease or medication on them if they were manufactured properly and sealed in a sterile package.

ok fine what about the disposing methods they use because after using it has to be disposed properly.....

They are put in specially marked package that say 'biohazard' and are supposed to be disposed of properly. But sometimes companies can cut corners and get rid of them improperly...in same cases medical waste has washed up on beaches where people swim!

I do not see how that is going to be done if they have medications on them. I believe that the medication is there to kill anything that might have gotten on the syringe. So, boiling them won't help.
