decomposed granite deck

We installed a decomposed granite deck with framing and have discovered that we need a substance to "activate" or "seal" the deck. It is presently a hard surface but softens in the rain and generates a gravely finish when walked on. Is there something we can do to eliminate the gravely-dusty finish and deep it hard in the rain? Any reasonable solution will be greatly appreciated. Thanks, Milt
