In the US there is a do not call list - register at www.donotcall.gov - Now if someone is calling you and hanging up, that's not a phone solicitor, and joining the list won't help. Is it coming from the same number, or group of numbers? Then it's a sick prankster who thinks your reaction is funny. I don't know if you can file a report with the police, you would have to ask them. If they do identify themselves you can ask to be put on their do-not-call list. In my job we handle retirement accounts, and people send money and request to get money out. When there is something wrong with the request, we have to call someone - if the account has a financial advisor we call them first, but if there is no advisor or we can't get in touch with them, we need to call the account holder. There are many times a person will hang up on me thinking I'm a solicitor -- so then we need to write a letter explaining what the discrepancy is and send it with the original request for them to correct and send back, delaying their request by a week or so (less if they send it back express mail).
