Too many people starting too many discussion.

I have come to the conclusion why most people dont get responses to their discussions is that there are too many people on here starting to many discussion. I think there should be a cap or a limit to how many discussion you can start per day and after you have started so many you have to go back and select a best answer before you can start anymore. Does anyone else agree with this?

I have already thought about this lately because most of my discussions never get in for the simple reason that alot of people seem to create too many discussions, mainly ones that are useless.
There should be a cap of (Star Ranking) + (Insert number) So if i have 10 star ranking then i get to create 1X discussions for the next 24 hours!
While 4 stars will only be able to create X amount of discussions.
