The Notorious Noriega, infamously known for drug-trafficing and former dictator of panama, is being released on parole for good behavior. He is also wanted in France and Panama for murder, drug and money laundering charges. Is it wise to let him out so that he will be extragated to another country where he might face a death penalty?
