State of Israel: Thanks to Adolf Hitler?

I was just wondering: would there have been the State of Israel if there had not been Adolf Hitler?
What other way or events would the State of Israel been created?
Prior to the infamous Holocaust, there lived no dream of a state that would house the Jews scattered all over the Earth. We see from history, and in rational conclusion, that Hitler's killing of the Jews precipitated the creation and establishment of the State of Israel. Therefore, in analysis, does this evil man get some (or all of) the credit for the creation of a new state that had never been dreamed about of planned?
For the religious, do you think that God used this man to "make way" for the Jews to establish their statehood?
Remember, though Judas Iscariot is painted real black, he necessitated the fulfilment of the prophecy of the crucifixion.

My answer comes from the Bible, which says at James 1:13: "When under trial, let no one say: "I am being tried by God." For with evil things God cannot be tried nor does he himself try anyone."
