made in japan hallmarks

Hi. I have a planter of a duck looking into a water well. has a green hallmark wreath made in japan uder that and hand painted below that. in my book it says mark # 68- iwata but they didn't know if that was the maker or exporter can anyone help me with this? thank you. Michelle
