How do you create a good web design?

What in your opinion is a good website design..?
To me a good web design involves simplicity combined by capturing users attention .It must also effectively communicate the purpose of it existence.
What do you think ? What would be the guidelines for popular web design ?

There are lots of factors to consider for a website to be appealing. Aesthethically speaking, you must consider the choice of colors, themes, and site navigation. It must be properly laid out. A website with lots of 'moving objects' are stressful. It tires quickly. A simple yet elegant design is effective. =)
