It's called the TICA database and you can get the info on the net. Also, most real estates put information about bad tenants on their own databases. And when they try to apply for a house all you have to do is give them a bad reference. The real estates don't have to give a reason why they have declined the application either, so nothing will directly come back on you.

I know that there is in some States, if not all, in Australia where landlords can check out the history of people who want to rent. I understand there are certain criteria that have to be met before anything adverse can be put down about a tenant but it is still a good idea.
