Who is Riddler in Batman?

But who is afraid
of a giant big bat?Riddler really is a riddle and is very similar to Joker...but who is he?
Has anyone seen this guy (wearing a green suit with black question marks and a green mask like Robin's...) ever appear in the Batman series, comics or such?

I have seen the Riddler in one of the Batman movies. He was played by Jim Carrey. Practically the movie started in the comics so I guess that there was also a Riddler in the Batman comics. What's so interesting about the Riddler anyway?
