What is your opinion about street dogs???

Dogs are the most favorite pet of the mankind and so lots of people prefer to feed street dogs even or take care of them atleast for few minutes each day. On the other hand there are people who enjoy torturing street dogs a lot. I heard last night that a street puppy was forcefully drowned in a tank containing cold water in early morning hours when it was quite cold here. It was so shocking. Anyway, I've never liked the idea of street dogs as a whole. If anyone loves dog, why don't he keep it in his own house instead of allowing it to roam freely in the streets. The corporations and municipalities are also reluctant to address the issue. So what do you think, should there be street dogs, and if at all, how to protect them from cruel torture?
