Does Reservation mar Merit?

Recently my X-boss, who was working for a sick PSU has succeeded in obtaining a job in another PSU.As known to us, we have found him totally inefficient and who is always involved in politicis and palm greasing. His only merit, is that, he belongs to one of reserved categories. He has squandered a lot of money, but yet is always eligible for all promotions and opportunties. I feel disgusted on the state of affairs. What do you feel about this?
