its a figurative speech. Cats tend to get out of many situations hence the term 9 lives.

That saying is very old and not too amusing for cat lovers but if you want to know, here goes... A long time ago, Some people disliked cats and didnt have much use for a little animal wanting fed all the time and they multiplied very fast. These people mostly farmed or hunted and trapped animals to sell hides for a living. They also raised dogs to help hunt the animals they were after. They had a few cats around to help train the dogs. They sent the dogs after these cats to hone their fighting skills because when the dog eventually faced a badger or groundhog in a hunt they needed these skills to survive. These people often were able to recycle these cats because they would live through several training sessions deserving them their saying "Cats have 9 lives". Often this saying is used today when cats live through a car accident or somthing like that. It doesnt refer to reincarnation though. But rather it means cats live through some things that other animals may not.

people believe that cats have nine lives because they can fall from really high places and still survive. if a human or any other animal fell from such a height they would die
