They do not mix. I see too many people deeply involved in cell phone conversations while driving. Do not get me wrong, I use my cell sometimes when driving but I put it on speaker or headset. I see people trying to drive and hold a cell phone to their heads. Some states such as NJ and NY have banned talking on a cell phone while driving. Do you believe this is the answer?
