Does the Military have a upper hand?

A few days ago there was a report that, a autodriver in bangalore was pulled inside a room in one of the defence areas,kicked and brutally man-handled. His only offence was, he did slow down his auto infront of a defence gate, when he saw a women entering out ot,assuming her to be a potential customer.Was it a folly? I am sure anyone in his place would have done the same.
Taking this instance and many more like these, it makes me think, as to whether the guys in uniform have a upper hold on civilians? Why do we have two different laws, one for civilians and the other for the defence personnels?
