When will liberty city stories be released for the p.c?Is it better than San andreas as liberty city stories is a psp game????

I think liberty city stories was made to a small format. Because grand theft auto 3 was too huge for a small psp disc. So liberty city stories comes out to smallen the size and put new things in.
