1998 Ford Explorer Sport HEadlights/front wipers, both went out.

Know I have to drive holding down my high beams at night and its TS for the windshield wipers :-( Was quoted $400 to fix, I'm FLAT broke, but dont want to kill myself or anyone else driving around with those problems, please help!
