Most restaurants have sanitation guidelines, and pets are often called out specifically as a break to those guidelines. You can't have fur flying around where food is being prepared, which is why people have to wear hats or hairnets when working with food. Also, some parks are designated as non-dog parks, usually because the community votes for them to be that way. If a park has a lot of children playing, parents don't want them getting doggie poo on their shoes, clothes, falling in it, playing in it, etc. so a park may be designated as a no-dogs-allowed, again, for sanitation reasons.

people enjoy having their pet around, especially dogs. but not all of them like dogs, maybe these dogs are well trained and were really gentle..but there are people who doesn't even want to be near dogs. therefore, the public places don't allow pets around so that each person would feel much more comfortable.
