Yes,i got the problem like that,even i got that same problem.Do one thing after writing that number.Then if it is not accepting then stop the entire thing,after sometime u will get a mail that u got the paypal account ready.

I think visa and visa electron are one. Only thing is paypal may not have accepted visa electron cards as yet. Still matter will be authentically resolved by visa electron people, in more proper way.
