Paypal won't charge you for opening an account. It also won't charge you for spending your paypal dollars at sites like eBay. It will charge you for transferring money to a bank account [unless it's over a certain dollar figure or you live in the US] and it can charge you a percentage for having money paid into the account. Paypal is free, i believe u get a little bit less money (like 0.05 $ ) when money is transfert to u . The rest if totaly free :p
