What does this message mean?

What does this message mean? A message on my phone said "this is James at BPS please ring blah de blah for an important message". I wouldn't normally reply, but was disturbed. I called this number, held on, as I was told I was 7th in queue, then I was 1st, then cut off. This happened twice. I know its a scam but how can I report it?
