Program for solar energy

anyone heard of the new programs for solar energy? Know anything about it? I have an email about one that says they put all the equipment in, and then you just pay what you would pay for your regular light bill. Any pro/cons? experts out there? We are getting ready to build, and I want to be as self reliant as possible.
