Phone calls

when people recieve calls either to cell nor landline they don't answer back they expect to leave a voice message? What do you think?

i think leave a voice message not the real way to solve that ..we have to call the others to hear them direct opinion not by leave just a message .. it is the same if we have a mobile .. in this case we send messages ''yes'' but not always , so we can make calls to make our view clear for friends .. :)
