can I apply for a china tourist visa for my wife?

We plan to visit Beijing for our 14th wedding anniversary on Oct. 24 to 27. Can I apply my wife's china visa without her personal appearance in the embassy.

The person who has to go will have to be present in the embassy for her visa to be made!
