Well i always have sent mine either by email, but not as an attachment, most places wont open them up if attached, and i have sent some right to the company it self also, but if you are sending a resume, make sure you have a good cover letter to go with it, find it works better.

It only takes a minute or two to phone the company you are applying to and ask to be directed to someone in charge of personnel. Give your name when you call. This is a good business practice. It may remind them later, when your resume does arrive, that you made an extra effort to make sure you presented it in the form they preferred. Then just tell them that you are preparing your resume for presentation to them and ask how they would prefer to have it submitted. They may want you to drop it off in person. If you don't already know, you should also ask for the name of the person you should direct your resume to.

If you're just testing the waters, such as trying out Monster.com or Careerbuilder, the companies are expecting emailed resumes. If you're really serious about pursuing the job, definately send a professional resume through mail and fax. These are a lot harder to ignore than an email that can be easily deleted.
