Why do people put a rag in the window?

Is this something new, or am I just now noticing it? Every time I see an abandoned car on the side of the road, it has a rag, towel, or shirt sticking out the window. What does this mean? Is it a sign to the police to not have the vehicle towed? How did it originate? I'm very curious about this and no one I know seems to know what it means. Do people do this where you live, or is it something local to me?

it is not something new or just in your area, because i have seen it for as long as i can remember. My grandfather told me it was to let people know they are broke down and are coming back to get the car. so i guess maybe you are right that it does mean not to have the police tow it.
