Inflation or Greed?

since several months ago before the holidays, there has been a continous rollback in the prices of petroleum, crude oil, gasoline, liquefied petroleum gas, jeepney transport fares, electric bills, water, etc. here in the philippines. how is it so that, eventually we should have felt by now the overall effect should be to decrease, the prices of basic food commodities like meat and vegetables still surge upwards? can some economics specialist explain why this happens? i actually suspect something like the people behind the counters have gotten used to raising and enjoying their prices that they don't want to bring it down anymore.
