Bylaws on playing football in a cul-de-sac.

In my cul-de-sac there is a sign saying 'No ball games' But yet the kids still intend on kicking the ball around and damaging cars. What can be done to stop this? What do the Bylaws say? Please help!

Just one thing
When things are out of your hand the only thing you can do is to punish them
